Extended Producer Responsibility in India

Extended Producer Responsibility (EPR) is a policy approach that assigns responsibility for end-of-life waste management to the producer, importer, or brand owner. In India, EPR is mandatory under several waste management rules:

• Plastic Waste Management (Amendment) Rules 2022 — for producers, importers, and brand owners of plastic packaging. • E-Waste (Management) Rules 2022 — for manufacturers and importers of electrical and electronic equipment. • Battery Waste Management Rules 2022 — for battery manufacturers and importers. • Waste Tyre Management Rules 2022 — for tyre manufacturers and importers.

Non-registration under EPR or non-fulfilment of EPR targets attracts penalties including cancellation of registration, fines, and restriction on production/import. CPCB has been actively taking enforcement action against defaulters since 2022.
